Krylon Fusion is a type of spray paint that is suppose to stick better to plastics...says right on the can "Bonds to Plastic" Maybe you could rough up the feders with sand paper and paint

I have had good luck with the Fusion paint as well except for some 70 fenders I just tried painting. It simply would not stick well. I sanded and wet sanded them several times. Also washed with soap and water.

I ended up using this rubber coating spray I found. Turned out great. Not sure how it would look on full size fenders since mine are cut way way down.

Use Bulldog Adhesion Promoter on your plastics before you put any paint on... Good stuff, about 12-15 bucks a rattler at the auto parts store...
