Im restoring a 84 honda 200s for a friend. I noticed the front brake cable adjustment is almost all the way in to get it to grab. Could the cable stretch this far or are the drums worn out? I dont wanna tear into the drums if all it needs is a cable.

Drums probably arent the problem... But I would start with a fresh set of brake shoes...
No trikes. Too old, too crippled. Unless I find one I can't live without!

yes cables do stretch,but i bet its the brake shoes.
