i used some engine degreaser from walmart once, but i had the best luck using comment bleach and dumping it on the motor and toothburshing and using a larger bristle brush.
plug all the holes and blast it with high pressure hose.
I used "SUPER CLEAN" to get all the dirt off , then just buff a little and you can use" MOTHER'S" aluminum polish that might help. Also use a small buffer on a drill to get into those fins and hard to reach spots. Don't buff too much or you will polish the aluminum and it might get too shiny. YOU might want to try oldshool's method first and use a toothbrush and see the outcome.
