Bore it as little as possible to clean up the cylinder.

was looking at maybe a 20. or is it that these top ends are hard enough that it just collapses the rings?

Without knowing what piston is in there what machine you have there is no way anyone could give you an answer to your question and even then, without opening the motor up and checking the cylinder there is no way to know how much you will need to bore. You need to pull the top end off, bring the old piston and cylinder to the machine shop, and have them tell you what overbore you need. Are you sure its the rings that are worn and not bad valve seals or something? If you're gonna do the piston you should do a valve job while the thing is apart.
