You have to take every bit of tension off the brake arm. In fact I would recommend taking the adjustment nut all the way off the rear bar and pulling the lever and that little barrel with the hole in it totally off the rear brake lever if you can. If you have to remove the rear brake pedal to do it, then so be it. What happens is the brakes often wear a lip into the outer edge of the inside of the rear brake drum and then they won't clear the lip until you pull every last little bit of break tension off the brake shoes. Then it should just slide right off. I hope that makes sense?
