Well I figured it out! The top pins lift up. Some retard had the pins set up where the valves were open all the time. so I pushed them in and set the pin back down on both sides. I looked in through the exhaust port to see how exactly they work. Magically when I ran it again I had low and mid-range power. Now I just have to fix the idling issue. I'm very happy, I thought I was screwed and something was totally messed up.
