The xr200 cam bolts right in and can be had for cheap. I got my xr200 cam for $15 shipped. If you are going for true budget go that route. A xr200 cam with no other upgrades will move your powerband to the right more than any other real benefit. This will give you a feeling of a more "awake" setup as it approaches top end it wont go limp as much as it used to. But if you team it with a hi-flo filter, exhuast (DG RCM or something similar), 10.25 piston, and properly jetted carb, you'll have a quick little auto 200.
Worth the $15? You betcha! HUGE difference? Meh, not really. What is your buddies budget?
$15: Cam
$60: Cam, 200x Carb, Filter
$175: Cam, Carb, Filter, Exhaust (at this point I'd personally stop, unless he REALLY loves his hardtail)
$350: Cam, Carb, Filter, Exhaust, 10.25 Piston, top end gaskets, minor porting of head (now he's faster than a 200x, unless there are bumps.. ) : )
