I think someone can legally manufacture that with an engine considering that it's not an orv, but a watercraft. Lol. It can be an amphibious atc that goes on the dunes and water.
It's so cool cuz no manufacturer ever wasted their time making a quad like this.
My gf has one of those, the manufacturer is Aqua Cycle, its a blast to ride around the pond. The thing looks like it could drive on land, however it's geared extremely tall, so that's not easy. Neat link, that's the only one I've ever seen for sale.
