I've always thought it was as John said, to check your rear brake reservoir level.

its to see the level of brake fluid in the rear rezzie. i thought the same thing when i bought new fenders. couldn't figure it out til i had the bike together. always thought they were burn holes from the pipe in the pic i saw.
