    Honda 200es problem

I have a 84 200es i bought last summer it smoked horribly and the clutches were slipping so i got a friend to tear it down put new piston and rings, new clutches cam out a xl200r the head was shot so he put a better head on it. The only thing i didnt replace was the timing chain. Well when we went by how the manual describes to time it. But it wont start, were using the electric start to turn it over the only thing weve got it to do was blop blop bloop bloop and die. The thing was running before we replaced the rings cam and head,

I thought it was possibly the xl200r cam i got off ebay was mis labeld so we put in a cam off another 200es and it does the same thing. He took the carb off cleand it. It has a strong blue spark, The only isssue we see is when timing it the cam O never exactly lines up with the V notch. It seems to always be a tooth off to the right or left it never gets exactly in line with the V notch always about a quater inch off. Could this be due to the timing chain being streched? The timing chain gets resonbly tight, Would this keep it from running? I called a few honda shops and was told a stretched timing chain wouldnt keep it from running it would just run bad. The only thing thats diffrent besides the new parts was the whole wire harness was in rough shape so we put a 200m wiring harness on it that was in better shape I was possibly thinking it could be the harness but we are getting a good solid spark. I really want to get this thing running can anyone help me out.

if it ran before the new wireing harness i would of left it on and got it going, then changed it.... sounds to be a timing issue or.. carb? sounds like a can of worms have just been opend lol..

would the o not lining up perfectly with the V notch cause it not to start, ive always heard 1 tooth off on timing wouldnt keep it from running. The original harness was hacked up pretty bad and it took some rigging to get it to spark last time.
