250R Jetting Issue??? Wont start when cold...

Picked up an 86 250r, This thing has a clean plug?? I dont get it but it is soaked in fuel and when reved up high will spit oil out the muffler... The bike will start no problem when hot but once it has been sitting for awhile you can kick it 200 times and nothing, it has to be push started. It is just a flooding issue i believe so.... what is a good starting point for jets?

What carb are you running? Whats your jet sizes? what position is the clip on the needle? What ratio are you mixing your fuel and oil?

Well way to many questions for me as im super busy with work i have not even torn into the bike. Compression seems fine from the kicker feel trick, you can not even push it down a little bit with your hand which means from what i have been tought it still has strong compression.
Stock 86 250r Carb, not sure on settins 32:1 ratio.
I held the plug ont he side of the motor and kicked it over, it only sparks when i do a full kick is this normal? If you slowly kick it over it will not spark. Brand new plug too
