honda qa50 valve timing messed up?

i have a qa 50 here. wouldn't start, but made a clicking when it was kicked over. removed the valve cover and 1 push rod was off the rocker. put it back together, and now both valves move at the same time. how can that be?! the push rod was not even where it was suppose to go so someone must have fooled with this before. anyone know what i should look for as to why both valves move together? it shouldn't even be posible as the cam has offset lobes.

Remove the clutch cover and check the timming gear and chain.there is a little tab mounted with a screw to keep the cam to the right plce, maybe the cam have a side play and the same lobe open both valve at the same time....??
