Centrifugal clutch question honda 200s

Been studying up to replace a cracked case on my 200s looking through the manual i on Centrifugal clutch rremoval i see it says "use a drill bit or grinder to unsteak the lock nut"

It dosent get into too much detail can anyone tell me more about this process ?

And do i need to buy anything special to "resteak" the lock nut ??

knock down the taps,use correct size socket(think 22mm) and i believe threads are reverse.just that easy.
