    From what I read it called a "COLLAR, REAR" but now that I have it all clean with no greade Im not sure how to get the grease back in

    19 should be the magic number. I smear grease on the bottom race, then set the bearings in the grease... keeps them in place. After you slide the neck in, do the same up top.

    Thank's sp much the reason I said 17 was because that's the number pulled out of the top and bottom I wonder if that's a stock thing.....

    Yep. When you thread on the adjuster/top cone and locknut, take your time and get it set right. When it's right, there will be no slop in the headset, but it will turn to full lock in both directions under it's own weight (with the front tire off the ground).
