Is it a little rubber boot cap? If so that would be to adjust your timing chain tension. If you pull the rubber boot off there should be a smaller bolt threaded into a bigger one. Thats the best way I can describe it.

No that's not it, but that's good to know the one I'm talking about is a flathead type, on top of the recoil
That is To set/check the timing.Edit.. the plug isn't for that, it's the timing marks that are visible under it
good luck getting that plug outi usually just take off the recoil and line it up off the cylinder mold fin ( can't explain it better ), but i've timed these motors more than a few times
