yes that looks like the Blackwater 100 ( is that what it was called exactly). I know thats the Blackwater race...probably circa 1983 to 1984.
I know because I remember and have that issue of Dirt Wheels where they covered the race. That picture is flip flopped because in the mag the guy is facing in the other direction. FYI
