    try loosening the front pipe ( not undoing it completely) see if thst helps the holes line up, then if you get the bolts started nip them up.

    mine has a hole drilled in the frame also, i guess you just have to live with it. My old 200x had to have some words thrown at it before it lined up but my Z doesnt look like it will at all without making your own holes
