i just picked up some 9x9 rims for my sx, yes they are large bell to clear the break drum, 4/110 off set 3+6. i can get a hold of some pure sport realtors cheap they are 22x12x9. i know you can go roughly 3 inches wider on truck rims making it 1.5 extra on each side of the rim. i dont know about atv tires. will this set up work, can i go 12in wide on 9 inch wide rims?

yes that will be fine.
stock 2nd Gen big red size is 25x12x9, oh but i guess that doesn't denote the width of the rim. but yes it will be fine
