250R Missile kit and XR500?

So I am a little uneducated in the 250R world an have some questions about this thing for sale:

Did the missile kits come with rear fenders? Is this one of them? I think it's cut around the "xr500 muffler", any thoughts? The XR500 installl looks reasonable and i am condsidering it due to the lack of 2 cycle vibration and "unfriendliness". Was their a kit for this? Does this one look "kitted"?
