As far as the decompression lever goes, if it is set right it only opens the exhaust valve open for the first 10 inches or so of the pull. After that the moon, or half gear in the pull start assembly slips off the starter gear and full compression returns, so yea, if you pull a few inches of the rope out before you pull hard it can seem like the decompression lever is not working. My concern was that someone may have done something that was causing it to hold the valve open, but it sounds like that is not an issue.
