Anything you do is going to involve money in my opinion. I would buy a used single piece rim and tire. Look on craigslist for a used tire. I have plenty of rims. What year do you have? I'm am not a big fan of tubes in tires at all. Every time you get a flat, it has to be broken down to be fixed which then requires more money. Tubeless you can just stick a plug in and re air it. Your other option is throw a pos on there (tubeless) and fill with slime but i would fix it right so you dont have to mess with it again for a long time.
