85 atc 110 no nuetral

I am in the process of rebuilding the engine and I reassembled the bottom end minus clutch and cover just to see that the gears were installed correct and in working order. First off the shifter will shift into five places but the sprocket spins in all of them. My question is does the clutch have to be on for it to go into nuetral or is something misaligned.

Yes, the clutch needs to be installed. Without the primary gear Just spins.
