Hmm... Not sure if its a Cycle Country frame either now that i looked at it closely.. Appears to be square tubing. I could be wrong but i have never seen a ATC mounting tube made by them that was anything other than round pipe...
I spent a lot of time researching them, looking at them, finding examples to study, i was about to reproduce one for my 200ES when i got one that showed up on ebay.
