Sounds fishy to me. Who the hell would let somthing so simple as adding fuel stop you from starting it. I would take a jug of gas and a shifter with me and ask to test ride it. If they say no you know it's junk and they know it too. It looks too molested for me to give $2000 for a unrunning machine.
I looked at a XR250 that the guy said all it needs it gas. I show up with gas and he wouldn't let me start it. He knew it was junk he just didn't think I did.
