jumper cables from what? if it was just a battery charger then most don't delivery enough amps to cranks the starter..a click is about all you'll get..if straight from a running vehicle and the cables were heavy enough it should.
put the negative cable directly to a solid ground on the engine..take the positive cable and touch it directly to the eyelet connection in this picture..

if the starter engages it's fine..if it doesn't it needs a rebuild. the brush kit is cheap. this is the most likely thing..
but again it's important that your power source is delivering enough AMPS to spins the starter..a home 6 AMP battery charger won't and your test is for nothing..
lastly get a new battery!!!
