Putting a 200x engine together When i torque the head down the cam does not fit if i loosen the head bolts it feels normal ... What can cause this ? Is the cam shot ?

Sounds like the large cam journal got hot and left deposits , look at it close and polish it up if needed . Also make sure the small bushing didn't move from the dowel hole in the head .
