Depends what state they live in as to weather or not the can title it. But by the looks of it it's going to be a track bike and in that case it would kick a ninja 250's ass.

As a 250 it would be on par with a rz350/banshee,but with a cr500 motor it would be fun to say the least. Roland sands did a street cr500.
