I have an 85 250r and the kick lever goes all the way down to the foot peg, now the bike starts fine but is that normal for the lever to hit the foot peg.

That is normal, mine does it too, but I have IMS roll footpegs. I can't remember if the kicker hit on the stock footpegs or not.
