I want to say the air fuel screw needs to be 1 3/4 turns out for factory settings. I wouldn't try adjusting it without an air filter as that will be counterproductive. The link below has most of manuals.

check your main needle, dealt with an issue like that before and found my main needle was wore, which was causing a fluctuation in my throttle. 1 3/4 to 2 turns out should be your starting mark for idle air mix.. Also those turns are with the air filter oil bathed will be different if you run it dry.
rectum nothin damn near killed them

Like to mention if the carb is anything like a Honda 200 make sure to check the adjustment nut on the carb cap where the throttle cable comes in. Mine got loose and made my 200s surge while idling, tightened it back up ran fine. But it could be carb cleaning issue.
My ATC is faster than urs

Start with a good tune-up first. Get a new air filter, spark plug, and set the valves. Also, make sure you don't have an air leak somewhere, like the o-ring that seals the carb to the manifold.

Also, check out the petcock. Make sure it isn't dirty/plugged.

I had that problem too!! I had just cleaned carb, got it running and took it out to ride and had 1/2 throttle w/ backfire. Local mechanic said clean carb again, check air filter, and make sure rubber boot to air filter was on correct. I cleaned and put new boot on and worked fine after that ... GOOD LUCK!!

Does the air filter need to be oiled? Should i ask a mechanic? Because mine has a new air filter i cleaned the carb do you think it could be the valves or timing? or some other electrical?
