yes the air filter is oiled requires different jets to run it dry.

k do you think it will make it run any better (if i get it running)?Do you think its the vavles i have probably asked this question before.

it should help and yes you could have valve issues as well, wouldn't hurt to check it out yamaha's tend to tighten the valves when you need to adjust them, would think they would get looser but it's the other way around I have always found them being tighter than specs. double check on your compression as well and I would check for air leaks on your intake manifold and the airbox tube.
