I'm no SX expert, but that things looks thrashed then treated to aresto.
I would not pay $650 for it. Maybe 1/2 that.
I would buy it definetly normally they are at leasr $1000+ around here. It might need a little work but doesnt look like to much
I sorta agree with jb2. It looks like its had a rattlecan resto on the motor, and cosmetically needs some work.
That said, price always depends on location. Me, even though it is an 87, I would talk him down to at least $500.

They are maier fenders big wheelz. Higdonaw, you will probably find trashed one way bearing s in both the clutch and flywheel. Loose swingarm bearings and a rear end that needs rebuilt...If all of that seems good and tight,,,I doubt it lol. It is worth it. If not, spend accordingly. You are looking at a lot of time and money to repair any of that.
