Simple fix. All you need to do is take the adjuster arm off, it's splined. Much like the shifter. Rotate the adjuster backwards a bit. When you re-install the adjuster arm make sure it goes all the way back in. There may be a spring that has to be re-installed as well to hold the adjuster arm backwards. On my 250SX there was also a ring with a point on it. That has to be set in properly or it won't let the adjuster arm return to the proper position on the splined shaft. That's it. Easy.

I honestly don't know. I could be entirely incorrect. I wasn't able to find a good description of it in my service manual.
It's there for different reasons but mainly just for expansion purposes and to reduce moisture build up. Just so the brakes can breathe when hot.
