The pipe may be a Cobra, but sheet metal screws look to be from Sealtite. They still make them if you're looking to refurbish your silencer. http://sealtite.com/
Yes, Devol is in Washington and makes MX parts like aluminum skid plates & frame guards, I want to say they started in about 1989-90 and they did not make exhausts.
It is just a sticker someone put on, I think it is a Cobra like mentioned above a few times.
I do not remember them ever using sheet metal screws, or that many screws.
It's been a while since I have seen one and I never used their exhausts (I would have run a Bassani or Supertrapp) but I recall them having three equally placed button head allen bolts.

I looked it up and I couldn't find and exhausts. It's a aftermarket head pipe too
