Are you asking if oil should be present in the stator area on an 83 200X? The answer to that is yes.

YES, oil in the Stator is Proper, i even thought this was weird the first time i seen it also but now know if there is NO OIL there's an issue needing ATTENTION,(oil Change/Refill needed).

although the Stator on my 1984 Honda ATC 200s inside with OIL the 1983 Honda ATC 200 is DRY behind the pullstart and NO OIL inside the area where the Stator or Fltwheel sits so i guess it depends on the engine, but from what i read and the bit i know on the 200x its a GOOD THING not BAD so dont be concerned with it. i wouldn't.
