Any good suggestions on cleaning the rust off?
Would sand paper be ok? Chemicals?

You think it would be ok if I hone it with all the rust in it? That's what I plan on doing I just thought getting the rust off first would be a good idea.

No that's not in any condition for a hone honestly I would find a new cylinder. A bore to the next size might fix it as well but good lord where was that thing sitting at the bottom of the ocean?

It's really not as bad as it looks, it was sitting in a box in some ones garage for who nows how long. I've talked to a few shops and got the Ole "can't even touch it" line.

you can also use electralasis to remove the rust. Search for it on you tube you will be surprised at how it works. Then hone it and check for scratches and pits. That will give you a good idea if it needs to be bored or not and can help save on money.
rectum nothin damn near killed them
