Your frame is mild steel, so mild carbon steel will be fine. Cut a shape to suit out of a flat bar.
Remove your front fender, fuel tank and drain the carb. Stuff some wet rags in the holes of the frame that feed the air box. Cover the front tire with a wet towel.
Clean the old weld and any paint within 1/8" of where you will be welding the new piece on. Bevel the edge of the replacement part from the top side (assuming you don't want to weld from the bottom as well. Because there is additional material in the area to absorb the heat of the weld it would be a good idea to pre-heat the entire lower section of the steering head with a heat gun before welding.
Don't get too crazy with the welding. Best weld with small tacks and allow a few minutes of cooling between tacks. Your steering bearings, seals, race etc. are all in that area, you don't want to burn the rubber, melt all the grease out, or twist the frame (unlikely, put possible). I'd recommend you remove the tree to weld, but that would increase the chances of the tube and race distorting's, so I'd leave everything in place when you weld.
Make sure you ground the new part instead of the frame of the trike. Safer for the electronics.
Good luck.

Ok Thanks for the instruction. I have already strip the whole bike down. I'm doing a full resto for it at the moment

Then I'd just stuff a wet rag inside the steering head tube to absorb the heat.
Post some build pics!
