    70 does not have spark

I have an 85 70 that I just put together and can not get to spark. The kill switch tested good. The coil shows 1.5ish ohms between the input terminal and ground.
There are 3 wires coming out of the left case from the points. They all go to a plug but one (black) has a connector before it goes to the plug. Based on the wiring diagram one of the splits from the kill switch goes to that wire. The other split goes to the CDI. I set my multimeter to 200 Vac and grounded one point and touched the other to that black wire coming out of the case. When I pull the recoil the multimeter shows a reading of 7-10 every pull. I do not know what to make of this, but obviously SOME power is coming out of the points and I should at least have a weak spark, right? I switched the coil out with one off a running 125m and still have no spark.

Black wire to the hot side of the coil is all it needs .
File the points and set the gap to 16 thousands and that should give you spark .

Does everything look like it should work here? The actual points look clean but everything else is pretty rusty. Do I need to sand rust off of anything?

I sanded the points and attenpted to set the gap but the gap is not at its widest point when the flywheel mark is at 'T'. As I turn it counterclockwise past the T mark I can see it continue to open until I can no longer see through the window. What does this mean?
