200es clutch issue? bike wants to move as soon you put it in gear at low idle

i bought a 200es non runner last fall. on the cheap $250 nice looking but lot's of issues i got it running for the first time. i tried riding it. at idle i put in gear it would lurch and quit . i adjusted the clutch with no success. same thing. as if the clutch shoes are stuck on. i thinking that's the place of interest. i have not pulled the clutch cover off yet to investigate. what do you guys thinkClick image for larger version.

Another area to look at (while you have it apart) is the pivot links for the centrifugal clutch shoes. These links are identical (they are) chain master links. Check the hole in the center hub that one of the master link pins goes through. The ones in my machine were ovaled out. This lets the pivot end of the shoe move out and grab the clutch bell, causing creep as well. You'll have this all out when you are fixing the one way, so make sure to inspect the hub. The only fix is replacement (with a good one from e-bay, which nobody on e-bay can tell you if those holes are clean or not so it is a bit of a crap-shoot).

Part #3 is what I'm referring to: http://www.cyclepartsnation.com/oemp...one-way-clutch
You can see the three holes out farthest from the center.
Part #8 is the master link that connects the clutch shoes to the center hub.

Was a new clutch installed recently? I put a clutch in my ATC200M last year, and I havent driven it much, and it pulls a little in gear. I would think that that would be normal for a new clutch, and with use it would free up and break in.
