i would go with powdercoat.i think its better.

well my dad is a very very good painter. how much is powdercoating stuff? like the swinger, hubs, brake and sproket hub, foot pegs, and frame. can they just put on a powder coat clera coat if my dad sprays it?
One thing to think about, if you ever want to take it back down to bare metal and start over again paint comes off alot easyer than powder coat does. To have a frame media blasted that has been powder coated will cost about 2 to 3 times as much as if it was painted unless you can do it yourself.
Powder coat can flake off if moisture gets underneith it.
Example: Meyer snow plows are powder coated and only last about a season or two before you start seeing rust underneith the powder coat. Powder coat is stronger and it will hold that moisture in longer than paint will, creating a larger rust spot.
There are pros and cons for both methods. There are some paints you can add a hardener package to that will make it almost as hard as powder but powder is baked on and will probably hold up a little better.
I would probably go with the powder coat simply because its faster, easyer, and its baked on.
there is something else to factor in when you powder coat a whatever.
if it ever needs touched up it is a real pain in the butt to touch it up right. nobody is gonna have the whole whatever completely re-done cause they have sevral chips in their powder coated what evers,,,
( yes ,,, if you ride your what ever and it's powder coated ,,, it will get chips in the paint ,,, ).
if you are doing a show thing on what ever and want it to look grand ,,, powder coat it ! if your gonna ride it ,,, you may as well spray it on and save the big bucks for other things ( you will be able to touch it up rather cheaply after you ride the dog crap out of it too ).

if your dads a painter...get a 2 component poly-urethane it will retain is finish (gloss, semi-gloss,etc.) and its color longer than a powdercoat...it can be sprayed quite easily from a cup gun also...nicks and dings can be touched up by brush.......
many paint manu's offer the 'epoxy" in both pigmented and clear bases :-D
