Is there a special tool needed to take the bolt that goes through the frame?

The top nut and washer come off then you gotta take the tip triple off and they should slide off. Keep a pan under the steering stem because the bearings will fall out. Mine were stuck so I used vice grips on each side to pinch the triple up above the shocks

Yes, you'll need a spanner wrench to remove the nut that is below the top triple-clamp. That's the proper way to do it, but you can probably improvise with other tools.

I always had trouble finding a spanner wrench that was small enough (even the adjustable ones) to fit that stem nut, so I made my own. Found it in the plumbing section of Home Depot and made a couple of adjustments with a grinder. It works perfectly and was less than $10.
