85 brake caliper stay not moving.

the new to me 85 250r, the caliper is sitting too far back from the linkage that bolts to the swing arm. I apply the brake and it doesn't move forward or backwards.
is it just crusted up? I took a rubber mallet and tapped the caliper with another to try and get it to budge. it's just not moving and I don't want to hit it too hard.
when I sit on the back, the caliper will rotate with the axle. Just not by itself. am I missing something?
The e brake cable isn't hooked either because the whole caliper assembly needs to move forward. jim

okay, just had to walk away for a min. it's gummed up. tapped it with a brass and it started to move. I couldn't see the diagram well and now I realize I'm justifying the bushing and bolt. I did remove the caliper and hit the stay.
so rear brakes will be good to go. jim
