Is the motor locked up?

If it doesn't roll, there's quite a few possible issues.
It should at least rock back and forth a little, even if in gear. It wouldn't matter if the engine is locked up, as long as the transmission isn't, and for that to happen, something would be very wrong.
The brakes or axle bearings could be locked up. Being a mechanical disc brake rear, it'll be more likely for the front drum brake to be locked.
The rear axle could be locked, the bearings rusted and seized. If someone got water in it and let it sit, that's more a certainly than question.
