1980s Tri Moto 125 Extreme high Idle

So i recently picked up a 19802 Tri moto 125. It had not ran in over a year. I got it to start but it starts to rev up and stay at a very dangerously high idle. I tried adjusting the air screw and fuel screw but they both seem to do nothing. I cleaned the carb and blew out all the jets, but still the same. It idles better and lower when i take the filter off and alternately cover the carb up with my hand..It does have a aftermarket air filter also. Its a bout -20C where i live. Not sure what to try first. thanks in advance!

Air leak between carb and jug (the boot) start it and spray some carb cleaner around boot to see if idle raises. Has to be an air leak somewhere. The slide closing all the way?
