Need help with brakes on 185/200m hybrid.

Hey everyone, this is my first post here and I need some help. About a month or so ago I bought a 185s with a 200m motor in it. I have had issue after issue since I bought it. When one issue is fixed another pops up. Here is my issue, when I bought the bike, my rear brakes worked. After riding for the past month, my breaks have completely gone. I took apart my rear drum today to see if it was the pads but they are fine. I will include a picture of what I think my issue is. The part that spreads the shoes apart to push against the drum is not working properly. I believe the return spring has lost tension. If I engage the brake with my hand by pushing the lever forward like the breaks would do if I pulled the lever and they barely open, but if I pull the lever in the opposite direction the brakes fully open and engage. I'm not sure how to go about fixing this. I do have a 200m parts bike that I'm going to tear apart tomorrow but is this my issue or something else? Site wont let me upload a pic from my phone. I'll add it shortly from my pc.
