Gifted an ‘83 ATC200E with frozen front fork. Lower fork legs completely rusted/deteriorated to unusable condition. Found an ATC250E front end. Will it work on a 200E frame?

Check the aftermarket steering stem bearings to see if the part number is the same between the 200e and 250es .
You will need the entire front end from the 250es to make this work.
The brakes and front wheel will not interchange so if you use a different fork you will need the wheel and brakes that are designed to work with that fork.
The exception to this would be the ATC200M front forks.
Put your butt on the inside fender or end up on the ground!
