Tri z 250 headstock

Hey guys got a question. Yamaha tri z 250 does the ring under the top race come out to allow the new taper race to go in.
I’ve cut lines in it ,battered it with heavy bar but no movement. Is it part of the frame?
Im sure one of you fellow tri owners will know 🤔

It’s been years, but I’m 99% sure that the only thing you remove is the race. I assume you’re talking about the stock one with the individual ball bearings. When you go to put the tapered bearings in the race will sit on that washer you’re talking about. I also recall it looks a little high when you’re finished, but that’s just how it is.
