take apart the carb and look at the float. make sure that its not stuck and adjust it. while there you might as well clean the jets with COPPER wire

    carb?

Your needle seat is sticking open. You need to tap the side of carb when it does it.If that doesn't work then you need to take carb apart and take needle seat out it's connected to the float not the thing that look's like a needle.Take some emery cloth and sand the side and point "lightly"your doing this to get the gummed old gas off that's probly causing the problem.Take your time and work in a clean area and well lit.Just in case you drop a small piece.Good luck

If the float is doing that...won't that make the bike hard to start or to idle bad?

    carb?

yes,it would sometime's,but not alway's.depend's on how much it leak's.If it leak's as bad as the one's I have idle is bad ,foul's plug's,hard to start. But a small leak ,just tap the side of carb.may have a small piece of dirt on the needle and keep's it open temperally.Any dirt in tank?

    check

Check your float for condition and adjustment.
Check your needle and seat for wear and or damage.
You should probably also add a clear plastic in-line filter so you can see if you are getting any junk from you tank.
