carb question

Hey, I have a question about my carb on my 85 tri z. On the carb on the side with the choke, the right side when your sitting on the bike, there is a small screw and 3 notches around it in the metal right to the left of the choke. You could put a flat head screw driver into the spot and rotate it to the 3 notches. What is this and what does it do? Do you adjust it to help you bike run better? Is there anything else I do to ajust the carb because I think It needs it.
