    The last paint job is to deceive the eye into beleiving the rim is actually larger than it it is. This gives the wheel that oh so sought after "bling bling" look. Just like crack whores put listick on the outside of their lips too give them that great "blowjob artist" appeal. This technique increases sales dramatically.
