No. The 83 is chain drive and the 84 is shaft. Top end parts should interchange though.

Yep wireing harness should be pretty interchangable. Most solenoids and other components will switch, i did a fair bit of switching between an 83 harness and an 84 harness.

just about everything but the bottom end, and rear end should interchange

woiuldn't the wiring harness on an 84 have some more wires for the reverse light on the handlebars?

yeah but its prolly just an addition to the harness. You can prolly just go around it.
